    Not sure what the thing in the middle is, but it looks like the r/h vertical stab on a notar....

    Correct. It is the r/h stab of a NOTAR.
    So far so good : now what does the thingi in the middle do ?

    It is MD500N ZK-HDW,LN072. Looks like a light of some description.
